Great Writer: When do you use political treatise?

Running out of space where you put your great works is possible.... National wonders can also provide more space for great works of writing such as oxford university and national epic...
 
Great works don't add THAT much culture. Not compared to working 4 guild slots + buildings. Especially if you don't have the wonders to put said great works in.
Great works add 2 culture per turn, which get amplified by various buildings, etc... Guild slots add 3 culture per turn. Not a huge difference. Great works help a lot with culture in the long run, they aren't just for tourism.

You can easily have 12+ Guild specalists born. That is 24 culture per turn before Hermitage. (After Hermitage everything in that city effectively 3 due to culture boost)
Both values are doubled while hosting Worlds Fair
 
Something to consider is that as you all know, the World's Fair comes pretty early, which can unfortunately be a bad thing.

Winning the World's Fair doubles culture per turn, but even with that, in my current game, by the Atomic Era my cpt exceeded the cpt I was making after winning the World's Fair by far. Definitely bulb Great Writers by that time.

Do any of you deliberately try to delay the World's Fair? I delayed it to the second World Congress session, but delaying it any further than that might have caused it to get in the way of other things I wanted proposed, like World Religion and World Ideology.

Worlds Fair timing can be controlled.
I never pick it for the first world congress.
Second world congress is when I normally propose it.

I don't bother with World Religion; such a vote will normally go down in flames, and simply proposing it makes every civ that founds a religion before the vote angry.

For World Ideology, I delay until I have the votes to pass before proposing. I often prefer if I don't have the votes to become leader to give my votes to someone following my ideology in hopes they'll propose it.
 
I have to respectfully disagree with the Nunn, I think +2 culture/+2 suitcases early is just about useless. Opening Rationalism or getting +2 science per specialist at least 8 turns earlier is more beneficial.

I bulb them or save them to be bulbed for virtually the entire game; if I am going for a CV, I may plant them post-Internet, of course.

As far as Artists go, I usually bulb them as well early on -- who doesn't love +20% culture, production, and gold?

Using your line of argument, yeah I'd rather build Petra or buy a Pagoda than make great works.

Well, of course I'd rather build Petra. I'm not sure what any of this has to do with Pagodas, though.

Go ask the other Immortal/Deity players what they do with GW ... I'm pretty confident they'll say the same thing.
