Game Frozen on Religion

I just got the opportunity to found a religion.
I've tried to do so, but am stuck.

The icon "Found Religion" and Text are both flashing.
When I click either of them, it pulls up a screen showing all of the religions.
Two of them are taken, but the remaining are all available.

When I click one, say Judaism, and then try to found the religion, nothing happens.
The Found Religion button is blacked out, while the Close button is green and can be clicked.

I have tried this on the 8 and 10/11 version. I am prompted to found a religion but cannot seem to do so and the game is stuck not allowing me to progress to next turn. Anybpdy have this problem?

When you select what religion you want you also need to add a founder belief and a follower belief before you can click on the found button.
