Interesting idea. I'm busy with my mods but here are some suggestions:

Ireland (Eire?)

Longbows UK UU

i did find map but it didn't have scotland and north ireland on it. i'd would need map tweaker .

Other civs:
Papal States (North Italy)
Burgandy (?)
Holy Roamn Empire
Castile
Aragon
Portugaol

Some of these are minor and nuetral, but i need them to will map space.
