Civ Wont Start get message saying "D3DX9_26.dll" is missing

That basically sums it up. Tried new patch (1.61) no help. Tried reinstalling, no help. Any help would be much appreciated. If it helps, the message comes up before the loading screen does.

did not include the freshest version of 9.0c.
