Civ IV help needed

Hello,
I recently just started replaying Civ IV v1,61 and updated patch to 1.74. Game will not load, and cannot uninstall either. Game keeps telling me I need to login as admin, but since I am the only user on my laptop, and have admin rights, just a little confused why it would be saying that.
Ive tried to uninstall game but it will not let me either. Below is the error code I get

It applies to Civ3, but the same problem has haunted Civ4 vanilla since last autumn. As far as I know the second and third solutions proposed won't work under Windows 10, but you seem to have an older verions (the error information mentions a "Service Pack 2")
