Sound card problem

Every time I start Civ4 I get an error message

You have selected an unusable voice capture device. Voice capture disabled.

I've gotten that message ever since I built this new PC a couple months ago. There are no options I can change that will make that go away. What do I need to do to get rid of that message?

Find the CivilizationIV.ini file of the game in Documents/My Game/... or something similar.

That line:
has to be set to 0.

Make a backup because on some systems it can be reset to the initial value of 1 (after x months). It does that for me on Windows7, never on Vista.
