Does the Magna Carta Wonder provide culture-producing benefit to only those courthouses that predate it? Or does this benefit also apply to courthouses that are completed after the Magna Carta?

Good thinking, nerdfighter13. I went back and reworked a saved game for the answer. Culture-producing benefit applies to courthouses built before AND after Magna Carta.
