Entire civilization not appearing

I've been having this issue for a bit now, and I've been messing with the code a lot. I've got the custom units to appear in-game without their custom art, and the civilization appeared in the civilopedia, but without any text. I'm not too sure what I did since then, but they don't show up anymore. If anyone could help me out, it would be greatly appreciated. I attached the file if anyone want's to take a look at the code.
