I wish you could buy fishing boats from other divs or city states. Or capture them like when you capture a worker.

Hey, crap resource distribution was part of what started World War II.
Seriously, though, if I always had the resources I needed, Civ would be a more boring game. I sometimes wonder if luxuries shouldn't be limited by quantity the same way strategic resources are. (And if you don't think nations have fought over luxuries, think again.)
