I was thinking; maybe they could add bioweapons to the arsenal of Civ players; perhaps even bringing them in before the modern era.
They wouldn't cause direct damage, but instead would work towards reducing the population in cities.
Their usage would be twofold - one for direct conflict, and another for a more tactical conflict. The more direct one would have you using the bioweapon directly on the city which you are attacking; the city would suffer from , a reduction in and have population slowly decrease (similar to starvation but maybe more?).
The second more tactical one would be to use it on enemies, and they have the chance to spread it to nearby states, where it would have the same affect.
