Yes! It just happened to me for the first time!
I recalled to life two civs and without me knowing why the game ended (because we know how crappy the game ends) I would have been short a few vote. I figured out that they voted for me and pushed me past the votes needed.

Good to know, I bring back dead Civ's all the time. It's something I do to kill time while waiting for a science victory.
