I still think America should've been amended to get three times the free tenets for early adoption of an Ideology. That would drive you to shoot for getting one immediately, and the fastest way to do so is to build factories up as quickly as you can. It would make sense, be neat, and have a good amount of historical flavor - it can be argued that America made a big deal about adopting Freedom all the way back in the 1700s, and they certainly aimed for lots and lots of industralization.
It probably wouldn't change how Order is still better suited for the civ than Freedom is but details.

How much tourism pressure does it produce?
The release of BNW three days early in the U.S. should be good for at least one Great Work of Art, I think. And there's already a GameStop or two here to house it. . . .
