Oh, I think I phrased my question badly. Let me try again: I've put the changed version of Civ4HandicapInfo.xml into the custom assets folder and it's working well on single player, but when my friend and I (using identical versions of Civ4HandicapInfo.xml) try to play over the internet, using Steam, it seems that this new file isn't being used. Is that something that we can change?

Multiplayer ignores custom assets. Try making it a mod that must be loaded to get it to work there.

Yep, yall must share the exact same loadable mod. You might try using BUG and just change its assets and send to the players
