Getting more culture?

Hi! I'm currently playing a multiplayer game with one friend, we just reached the 1600's. I know he's going for massive tourism (he told me he's going for archeology in a few turns and is going to build a few more tourism wonders), so I wondered how I can make more culture?

The culture-buildings only give 1 more culture each, I have already build the three culture guilds and filled them with specialists and I don't think I can build more wonders (many cities, but all have mediocre production). Is there an alternative for going archeology fast so I can convert sites in my territory to landmarks while getting artifacts from other civs/city states?

What is the World Congress outlook.

Winning World Fair is analogous to a lump-sum culture dump and pretty much sets your opponent's culture victory back 20-50 turns depending on how things snowball. If you can get World Fair proposed/voted, if you can get your civ to the top of production in Demographics (teching for Mining helps), then there you go.

Otherwise, it's hard to bounce back from low culture via hermitage and museums when you're wide, because it takes so long to get them in all your cities. So the better option is to beeline Radio and open Order or Autocracy and settle even more cities, or conquer your continent and annex everything. In a pinch all you need from Order is the monument policy, having 10 new cities with monuments does a lot to boost your purple bar, stealing a ton of other civ's works does more.
 
The main source of culture is the great works. Yup, if you aren't filling the slots you won't get much out of them.
 
If you get the theming bonuses from the museums, hermitage, Oxford University and other wonders that you may have, you can get way more culture than the ordinary cultural buildings like amphitheater or opera houses that only hold one great work per building.
 
Personally I feel like focusing on defensive culture is a far better play, in a non-CV game. Since you are not going for CV, you won't have good multipliers on your tourism, meaning a great work is just providing +2 or other small amount. So it's better to invest in culture, which defends against tourism while providing more social policies at the same time.

Cultural city states are easily the best source IMO. Try to ally all of them on the map - this will make things much more difficult for your friend, especially if you are in position to out-compete him and keep those allies.

The world fair also plays a huge role. Winning it can provide you with a massive amount of culture, especially if you save great writers and do a few political treatise towards the end of that 20-turn reward period. Of course you would want to also be in a golden age to max your base culture as much as possible.

Lastly keep in mind that the bulk of tourism comes from concert tours in the late game. If you can ally the city states and win world fair, he will likely need quite a few tours in your territory. So you also want a strong enough military to keep him from entering your borders.
 
Starting a golden age while you are building the world's fair contribution, international games or international space station can increase hammer input as well.
 
If you are continuing the game, make sure the Great Firewall is on your tasklist for winning the game. That will snag your friend's "internet" plan.

Also keep an eye on his capitol and his army. Consider war if necessary.
