space-race victory and diplomatic victory

finally remember to turn-off culturally victory... now have a chance to have space-race and diplomatic victory, however i have this problem... after building UN, i dun know how to start election on my own time... after every couple of turn, the computer would ask me whether i would like to hold election, but how do i initiate it???

So... i did not hold any election, and proceed to still building my spaceship... after i finish building the last component... can i delay the launch??? cause the only button to press is the "LAUNCH" button??? so i have no choice but to have a space-race victory... sigh

Space-Race: Unfortunately, you have to launch the spaceship once it is completed.

but i want to initiate election by myself, and not let the computer prompt me...

No, IFIK there is no way you can start the election whenever you want. I wish there was though.
