Shoshone needs one more influenced civ (America) to win the game, but America's culture is strong.

Shoshone follows Order, as the majority of the civs. Only America and I follow Freedom.

I'm going for a diplomatic victory, but I need around 30 turns to tech Globalization, what I believe will allow me to win.

But until then, what can I do to slow down Shoshone?

Well, culture is won by having more tourism than the enemy has culture, so boosting culture, particularly if they are barely influential with you, could slide them back to popular and prevent victory. Alternatively, the AI does a decent job of setting up theming bonuses, so throwing some works of art at Washington could help him resist a little more.

Reducing the enemy culture is a bit more direct, but more dangerous to your diplo victory, given his influence over other civs at this point (better to nip it in the bud and not let everyone end up the same ideology). Declare war, take his capital which no doubt has lots of tourism, and watch his tourism compared to enemy culture drop like a rock.

If the worlds fair is still available, and may come up before you win, and if you are certain you (or Washington) can win it, the culture boost from that could stave off a victory for a while. If you control enough CS's, you could maybe push though Freedom as the world Ideology to help protect Washington too (if he flips to order, it's likely game over, if you're worried about racing to the finish).

If Washington has culture maxed out, conquest isn't an option, and proposals aren't going to have enough time (or your culture is just too far gone), it might be too late. You could try to do a few little things, like bribe others to war him if there is the danger of him producing even more tourism. The AI rarely builds wonders at war (and seems to rarely build anything other than military units/buildings). If you pop another SP, maybe you could somehow boost culture with it. Even getting +1 culture from your great works may tip the scales a bit if it's close.

Unfortunately, there is precious little you can do to help Washington hold the tide if he's the only one really resisting at this point. Conquest is your best bet, if you can muster the forces, and seeing their capital with all their wonders and great works lie in rubble would be an amazing extra perk.

Those are the only options I can think of.

You can always ban any trades to the Shoshone, or if that does not work ban all the trades to Washington. That way he will at least not get any trade routes going to USA.

You can pay either USA or the Shoshone to go to war with each other. Then the Shoshone can not send any GM´s to USA and neither have any trade routes.

War does NOT prevent Great Musician concert bombs... just need to escort the GM in.

Sneak Attack Shoshone starting with their core cities will stop their influence from increasing.
Also at this point bulb any more Great Writers you get in hopes that you'll get your culture above their tourism.

So is Shoshone influential over you? That is bad, but there is a lot more you can do for your empire than Washington's. Close your borders to them and try and line up GA for golden ages. With only 30 turns, you only need three at the most, and two might do the trick.

How do you gift works of art?

Yes, GW might be even better. GW after 8 turns of GA is best, and GW + GA is easier than 2 GW or 2 GA.

You can't gift them, but they love to trade (or, at least, they love to offer trades, not sure how much they actually go through with them with each other...I don't think I've ever put one up for trade), and all my experience in taking cities says they actually do try to get theming bonuses, rather than throwing great works and artifacts in any open spot.

For 30 turns, any little tiny boost Washington could get might help.

Isnt it so that the other player cant win once youve taken their capital?

That's domination only that requires having your own capital to win.

I do note though that since is a cultural victory that OP is trying to stop that just like the human, the AI is going to have most of his great works in the capital along with any world wonders that have theming spots.
So that AI's tourism per turn will plummet upon capture of their capital.

(You should follow this up by taking other large cities to drop thru tourism further though)

Did not know that. Thanks. I have gone to war in the past so that I could demand open borders in the peace deal. Guess now I dont have to wait that long :D

Hey guys, thanks for the tips!

Here's what I did:
1) I boosted my culture filling slots with artists, musicians and writers, prioritized culture buildings (broadcast towers). This made Shoshone get back from Influential to Popular with me and falling.
2) I bribed Washington to go to war against Shoshone. They were in the opposites sides of the pangea, so not a single bullet was fired, but that made Shoshone prioritize military units on their buildings queue.

I won a diplomatic victory one turn after teching Globalization.

Thanks again!
