Kuriotates: About settlements and such.

I'm a bit confused about how the Kuriotates work. The manual doesn't really explain a lot, and the ingame civilopedia explains far less.

As far as I understand, they have a limited number of proper cities. (5, since I always play huge maps), and the rest of their cities are "settlements"

I'm very confused about what settlements actually are, what they can do, et al.

1. Do they have names, like cities ?
2. Do they extend your cultural borders ?If they can't build anything, how is it expanded
3. Do they grow ?
4. Are they counted in world spells like River of Blood
5. In general, what can they do.What purpose do they serve?
 
1. Yes.
2. They expand your borders by the initial 3x3 tile square that a city with <10 culture possess unless you cast their worldspell after founding said settlement(I think), hence you can claim additional resources.
3. No.
4. Seeing as population can't drop below 1, River of Blood would have no effect on settlements.
5. They serve to expand your borders slightly and to claim resources. They are also an excellent nutritional supplement for Loki.
 
Settlements are basically just like normal cities, except they can't work tiles, gain population, or build. They will still get whatever economic benefits from specialists or religions or whatnot in the city (Or buildings). You can have a priest of Kilmorph put a temple of kilmorph in the city, and it gets the gold. Other than that, settlements do not pay maintenance.

2. Yes, but not a whole lot. They extend it to the tiles immediately boarding them when first built, but won't really expand on their own. Cardith is Adaptive, so you could pick Creative and have then gain a small amount of culture each turn and so slowly expand that way. You can use priests to build temples there for added culture (OO is an unthematic favorite among Kuriotates players, since its temples boost Culture directly instead of giving percent bonuses), use great sages to build Academies, and settle great people there is you like. Also, the Kuriotate World spell gives all of their cities, including Settlements, an additional 300 culture all at once.

3. They can't work any tiles expect the one they are on. Theoretically they could grow if that tile had extremely high food yields, but that isn't likely. You could edit CIV4YieldInfos.xml to raise the minimum city food yield enough for them to grow, but that would effect all city tiles. The only ways I can think of right now to really have them grow without some cheating involve events. Some events may increase their population or food supply directly, but that would probably only be temporary. It is also possible to build them atop a tile that had repeatedly gotten the "what should the farmer do with his excess yields" random event to boost its food yield directly. Edit: I just realized that you could also settle a Great Merchant there for the +1 food if you wanted, but it is probably not worth it.

4. Yes, but of course that particular spell wouldn't have any effect on a size 1 city, and settlements will rarely be larger. They certainly do get the culture boost from the Kuriotates word spell.

5. They are mostly for gaining access to resources that fall outside of the cultural boarders of your main cities. They can be used to claim a lot of land, but it can be hard to defend them all if you do that. They don't cost maintenance like real cities. I hear that using lots of Settlements and the world spell can be very useful for getting a Cultural Victory, but I never enable that anyway. They can be upgraded to real cities at any time, if you have city slots open. I like to build the Mercurian gate when I'm playing as the Kuriotates, so I can give all my settlements to Basium, who gets them as real cities.
 
Also if you run Liberty you can assign your free specialist as a bard and generate culture that way.
 
Settlements also collect trade route income.
 
No. It has one citizen already, try to see what it can collect. Also if a settlement does grow (never seen that) then it will simply starve back to 1, just like captured cities that become settlements will do.
