Playing in overtime single player

Hi all,,,,single player civ 5 can u still drop nukes after you carry on playing after you Won ,and are playing in overtime??

Yes. If you click "One More Turn" after the victory screen shows, ou continue playing as normal.

Check to make sure the world congress didn't pass Non-nuclear proliferation. That would actually prevent you from building nukes, not dropping them, but since you haven't been to explicit that might be the issue.
Otherwise, it might actually be a new bug from the recent patch.
