Civilization 4 BTS Game Stuttering

Description of the Problem: I am currently having issues running Civ 4 BTS. Haven't tried regular Civ 4 but that shouldn't matter. I've had no issue running it for as long as I've had this laptop, just over a year. Recently I was playing a game on the RFC DoC mod on my Steam civ version and it started lagging and stuttering. Gameplay itself stayed exactly the same. Whenever I went to a city screen or a diplomatic screen it went back to normal, but on the main UI it would just lag. I tried it on the basic RFC mod and it still did it. It also did it with no mods at all. I tried it on both my steam and my disc version and it still did it. Leoreth showed a fix for problems that 64 bit computers have sometimes so I tried it, but it didn't work, it was a patch. No errors show at all and nothing seems to be going catastrophically wrong. Any help would be immensely appreciated.

I am currently running BTS 3.19 (or whatever the newest version is)

You have to clean the fans of your laptop. It's probably a downthrottling issue.

I actually found out the issue was with my driver. I do want to clean my fans though

Wish I had some fans. That sounds pretty cool.
