[GandK] City State Build Road Quest Bugs
In vanilla when a CS asked for you to build a road their work built the road inside their borders. However, in
On a related note, building the road to one of your cities that's connected to the capital via a harbor trade route does not count for completing this quest. Therefore on water maps this quest can only be completed with CS's that are on the same land mass as your capital. As you can see in this screenshot, Zurich wants a trade route and I did manage to finally get a worker in to build the road to my nearest city. You can also see that Linz has an active trade route to may capital. However my capital is on the island to the SE of the island Zurich is on. I completed the road several turns ago, but the quest didn't complete. Much earlier in this same game Hanoi, who is on the same island as my capital gave this same quest. So I built a road from it to Gades which was connected via to the trade route via harbors. However, that quest wouldn't complete until I extended the road from Gades to Carthage. Spoiler:
I've also attached the latest save from this game. Please note that I have all the DLCs that added a new civ, plus the ancient wonders pack. I'm also running the Pastafarianism mod (thanks to the fun MadDjinn was having with it in the LP videos) that only changes one religious icon and adds the Pastafarianism name.

I can confirm this as a bug in my current game, and I can confirm it was fixed in the patch - I had the road built forever, it never noticed it. First end of turn after patch - and the road is recognized.
