It's also arguable whether X is "overpowered" or Y is "marginal." If nothing else, those statements are probably in the context of one or two play styles. So, X might be weaker and Y might be stronger in other play styles.
Pracinha. Tbh I'd be inclined to upgrade, say, the Barracks to a UB that imparts Pracinha as a promotion, with the effect of generating GAge points when liberating a captured city. This would distinguish them from Minutemen, and encourage the 'fighting overseas' historical theme the unit aims for but comes too late to really help outside of a Futurism endgame.
