What's the purpose of cannons now?

In vanilla, cannons are at least good for attacking settlements. In AODII, cannons are useless for both attack and defense. With a base strength of only 3 and no defense bonuses from fortress, makes the cannon even worse than a soldier (soldier gets terrain and fortress bonuses). The only use for cannons is to shoot at ships from a fortress, but even this is a pointless ability as sinking a few ships will not help you win the independence war.
Why then should anybody build cannons?
 
In AODII
* Cannon no longer has +100% colony attack.
* Veteran Soldier +50% colony attack and defense.

There are flaws with this 2nd change that break game balance as Dragoons are also affected. The vanilla Col version of Soldiers for defense and Dragoons for attack are no longer true.

Consequences of this change:
1. Dragoons are more likely to become the main defenders in settlements instead of Soldiers due to the +50% colony defense.
2. Native villages become easier to sack. The Conquistador bonus is no longer as useful.
3. Cannons are now useless. Previously they are still equivalent to Soldiers defending in a Stockade. Now they are only comparable to Soldiers in a settlement without defensive structures. If rules change result in a useless unit, there must be something wrong.
