HELP! Wold Builder / IDE CIVS Missing?

I have downloaded the World builder for the BNW expansion of CIV 5 and also the IDE, however in both I am missing all of these new Civilizations that BNE brought to the game. Such as Spain, Portugal, Indonesia, Venice, ect. How can I include these in these mods in order to customize a desired game? did I download incorrectly? Thanks for the help will be greatly appreciated.
