This. Why even bother to ignore if you are going to get more penalties? WC won't work without the cooperation of other nations as well, even the proposals aren't pleasant.

They shouldn't automatically declare war upon them - but there should be a resolution required that may be passed forcing everyone to declare war upon them.

Maybe because you want to use nukes? You're that crazy man with his finger on the red button, and you can't press it now no matter how crazy you are.

Maybe leaving the WC should inflict -20 Happiness, and Embargo with all WC nations and their allied CS.

You should be able to trash every over civ between WC founding and the leader vote, even without trae routes and with increased cost for your military. You should have 2 or 3 civs crushed under your boot already, and even then you can gunboat diplomacy your way back in contention for the vote.

It isn't necessarily nukes. If the UN already has you embargoed, has banned your luxes, and passed a different world ideology, it may make sense to leave the UN for happiness reasons.
