Leaving a Civ mid-game: What do you take with you?

But the civ I joined was quite far behind in tech and can't build the units I had. Eg, my cruisers appeared once I joined the new civ even though it didn't have steam power.
 
how does the game determine if you can start a new civ on your own in the midgame.

last night i saw someone start their own Civ in like 2200 AD.
 
There's a set number of civs available and you can start a new civ as long as that number has not been reached. Not sure what that number actually is though.

Either way what I did was just to join a one player civ and kicked out the guy with meritocracy since he was inactive. Didn't see the option to found a new civ myself, but still saw other people starting new ones after that.
