Can't settle city on Tundra,Snow, Swamp

I have Gods&Kings and Brave New World and keep trying to settle a city on Tundra, Snow, Swamp when using Yet Not Another Earth map, Legendary Earth Map and Accurate Earth Map and it won't let me there isn't even the city icon just the arrow to move the settler icon.

There is no other cities around so it's can't be because it's to close to another city.

Any help would be very much appreciated

None of those locations should be a problem in the base game. Probably a mod conflict or a "feature" of one or more of these map mods. I would advise checking in the Creation & Customization forum threads for those map mods.

Accurate Earth map is likely the issue. It makes some tiles unsettlable. Not sure why you have it enabled along with YNAEMP and Legendary Earth.

Thanks it was accurate earth, I removed it and now I am able to settle all areas
