Old Trade-Focused Scenario

I recall long ago an old poster back on the Scenario League on Apolyton had a scenario idea that apparently involved no military units at all and focused on trade, with the then-G7 nations as the active players. I don't recall hearing the end result of this project, nor do I remember the actual scenario or member's names (except that, back in the days we had flags on our avatars I think he was the only one in the SL, at least, who had a Norfolk Island flag). Does anyone remember this project or know what became of it?

I'm guessing you're not talking about kobyashi's wealth of nations. But it does sound intriguing.
