Culture bar doesn't "fill up"

Ok, so here's the deal: I've conquered the French and I've built some temples and libraries to get borders together. Strangely, even though it shows in a city, that "5 culture every turn" (or something like that, you know what I mean) above the culture bar, this bar doesn't fill up! It will never reach 10 so my borders won't grow. In every other city culture works normally (even in the conquered Byzantine cities) but French cities are a pain in the ass.

What the hell is wrong?

Oh, and I'm playing v.1.22.

Probable cause -- Fascism and its inability to generate culture in towns where less than half the citizens are natives. That is, your government is Fascism, right? If it's not that, you really need to post a save.
