also, this isnt an OCC challenge. plenty of spots for hills will be available for more than just one city. the same for mountains if you want observatories, etc. the challenge isn't to optimize for individual starts but to keep things equal by eliminating random elements that favor one way or the other (like ruins). the question remains: Is one civ better than another at a sci vic, all things being equal? that means playing to each strength and weakness including terrain, UA, UI, UU, and strategy choices.
i was playing an America (immortal) game last night and I found GBR in a sweet spot for a 2nd city. I decided to effectively make it my main city. my cap was still good but a city with GBR, 1 fish, 2 stone and a marble makes for a competitive powerhouse to the cap (coastal but no mtn, no river, no sea resources but with 3 hills, lots of forests/plains, 2 deer, 3 dyes, 1 marble). I took the +4f from natural wonders pantheon just to see how good it would be. It earned me a religion (2nd one founded) by t70 and enhancer by t100.
@DGDobrev: regardless of Spain's wonder benefits, Old Faithful still sucks, haha. If worked by Spain it is a raw 4 beaker tile. What a lousy wonder ... but all the rest would be really good tiles.
