Number of AI Trade Routes

I am yet to ascertain that this is the issue from Communitas 3.17, but prior to adding CET and CEG 3.17 to the list of mods that I've been using for a while now, this has not happened before.

So the AI apparently has literally dozens of trade units available to them even in ancient era; the Japanese, my neighbors, have 8 separate routes with me, and they seem to have even more with Rome.
I am capped at 3 routes with the Colossus in the Classical, but from what I was able to observe thus far, all the AIs in the game have at least 5+ caravans roaming about. Curious, because even after looking through the codes I couldn't really find anything that might have caused this.

If anyone has an idea of where to look, I'm open to suggestions.
 
It's been reported, but I am aware of nothing that CEG or CAT do that should increase the number of trade routes for the AI. So whatever is causing it, we don't know either.
