AI Building Problem

I have noticed this error several times in games in the past.

Map size: Huge
Difficulty: Warlord

Game Limits:

All victory options
Cultural linked start
scientific leaders
civ specific abilities
mass regicide
victory points
capture the princess
respawn AI
preserve seed

When playing a game on Huge like this, I have encountered AI who never build a second city. They have 7 kings, the princess, and keep building warriors as they don't seem to build improvements, research techs, or build cities. I have seen this happen with the following civilizations so far:

Rome
Byzantines
Netherlands

I was playing as France. I have seen this error happen in at least 10 games, generally with Byzantines and Netherlands since I like to play against the newer civs. The first time I played against Rome in this type of game it had the same problem.
 
Maybe the AI 'thinks' that the best way to protect the king units is to build warriors continuously. It is a low difficulty level, so it might just be the AI probability of NOT reacting or 'thinking' enough.
