at my wit's end/ launcher issues (0xc000007b)

Ok so I had a critical issue with my computer (long story short CPU and motherboard had to be replaced) and now I'm reinstalling all of my steam games. All of them work...except this one. It won't even launch and when I go into its folder it gives my the error
"The application was unable to start correctly. Click Ok to close the application"

I have search the internet far and wide, done various fixes, none of which worked. Someone has to have some idea how to fix this....

Hate to sound condecending here, but tried starting it in admin mode? (Sometimes even the best forget the simplest things)

Easy on the niche references there, friend, I'm not sure everyone can pick up on them

On topic though, this is a *fairly* common issue, and it's likely VB Redistributable/DX/GPU issue, because it denied me a fair share of newer games as well
