Question about a unique UA

Is there a way for me to get double XP from killing civilian units and a bonus to bullying city-states without lua? Or would lua be need to do this?

Can't see how you would do it without some form of lua.

However, you don't gain XP from capturing civilian units. So the method for detecting civilian capture would be a bit of a pita in the 1st place, and there's no 'regular' value to double.

There's no convenient hook I'm aware of for determining if bullying has just occured, and there doesn't seem to be anything convenient in either traits or policies that would fit the requirement.
