What we know:
1) There will be a fall patch
2) Germany and Japan may be addressed in the patch if Firaxis feels it is necessary
3) We don't know anything else about the patch including other contents or the date of it

I would love to make a joke but I'd feel I'd be in a poor taste.
Yes, it was announced in one of the first live streams Dennis did with 2k. It's one of the bigger patches. All we know that it's going to be a BIG patch that does more than fixes stuff/balance the game (possibly new buildings) one of the things is that few Civs are going to be re-worked.

Yeah, Japan and Germany are confirmed to receive changes. Because of the mention implying something rather bigger, I expect something closer to France or Arabia rework than India, but - whatever it is - it'll be good.
I think it was mentioned America won't be changed though, so no "'Murican screamin' eagles of freedom" UU.
