The Louvre and other Culture slots

So i'm trying to get the achievement "Pyramid Scheme" (Playing as France, get the Louvre to the maximum theming bonus of 16.).
I have built the louvre in Paris.
I got:
Chalice/Assyria/Medieval
Amulet/Morocco/Classical
Giant magnolias on a blue velvet cloth/Poland/Renaissance
Girl with a pearl earring/Ottomans/Industrial
Still only got a +8 bonus. Does anyone know what is wrong?

That's not exclusive to them though, many sites have dual nationality. For example, a battle site between two civs is likely to be available as an artifact of either.

Aesthetics tree not completely unlocked, I guess.
Just completing it as it is the finishing bonus !

Completing Aesthetics doubles theming bonuses. With France that's double double so...yeah.

Barbarian artifacts count as a "different Civ" right?
