Flying Galleys?

Ok I had this thought for a while. If lets say you are on the coast at war with someone, you're building a galley and the whole coast is blocked with enemy galleys where will that(your) galley go? The ships in this game never starts in port so where does it go in the coast? Or does it try to fight a galley for its spot? Which will be really stupid.
 
As I recall (it has been a while) it will just find the nearest water tile it can. This can be some distance from the city sometimes.
 
If the enemy blocks all water tiles next to the city, the galley will not appear until they leave your tiles. The galley will not fly away. In other words, never let an enemy block of your coastline and do use this strat versus your adversaries when possible.
 
There could have been a simple solution......ALLOW THE SHIP TO DOCK IN PORT!!!!!!!!!!!!!! IS THAT SO HARD? An enemy can simply have a fleet and destroy every ship you make destroying your Navy. This could be trouble if you are in island wars.

Yep. Production will be halted and the vessel will not be launched because you are blockaded. Lifeless.. they will not let your ships be built in port but they will the the computer players come out of port :p
