How do i even install the mod? im a bit new to cheat engine and civ.

In general, though, if you want to download a mod from CivFanatics:

• If it's a zip file, unzip it to a new folder in:
  C:\Users\%username%\Documents\My Games\Sid Meier's Civilization 5\MODS
• If it's a .civ5mod file, you can just copy it to that folder and the game should automatically unzip it for you when you go into the MODS menu. However, .civ5mod files are just 7-zip archives, so you can also just unzip them yourself.

How is this different from Ingame Editor?

Can you change the the ideology of the other civilization you've taken control of?

As I keep mentioning in the last couple of pages of posts, this mod was wonderful in its time, but it is now old and discontinued. Use Ingame Editor instead.

There was no such thing as ideology when Have Fun was made (ideologies were introduced with BNW). That being said, however, ideologies in the game core are quasi-policies, so you might check the policy dropdown, but I'm not sure it will work.
