'Treaty Organization' Typo

Hey all,
So the tooltip for 'Treaty Organization' (the Freedom ideology tenet) says that the player will receive 4 influence per turn with any City-States that they have a trade route with. This is not reflected in the XML files (in the XML, it seems to indicate that this +4 influence comes from protecting a CS). So which is it?

It was influence per turn for city state protection in some of the pre-release material that we saw. It seems to be based on trade routes now, as the description suggests.

I'd rather it was the former than the latter.
 
If it was for protection that would make it WAY overpowered at no cost, the latter means that you need to waste potential good routes for influence, the same way as Gunboat Diplomacy requires more money to support a bigger army, including having it by the CS's borders.

The former (protection) has no cost because you just need to click Protect, it be WAY too easy to make allies that way.

Protecting a city state can get you into a fair amount of difficulty when playing on the higher difficulty levels if the wrong AI decides to attack it. This is much more likely if you go around the world wholesale pledging protection to all the city states. If you aren't able to provide a defence and protect the city in combat when a major AI attacks then you lose influence with the city state. This could easily be made a larger amount if needed.
