Rebuffing the rebels

When a cultural flipping occurs in my favor, I have the option of "rebuffing the rebels".
What does that do?
I am so tempted to rebuff them once but cultural filling happens so rarely to me that I loath wasting it.

I guess my question is: does the city just remain to the original civ? Or does the civ disappear (=razed)?
Also, how does acceting/rebuffing the rebels affct your reputation?
 
The only times I've ever rebuffed a rebel city is when they come from an AI Civ that is really small and worthless. For some reason I kinda feel bad taking control of one of the few cities they have. Call me Mr. Sensitive. If I truly want a city I'll take it by force.

Now if it somehow revolts from an equal or larger Civ, then it's mine, no question.
