City-State bullying messages/publishing/notices

When one Human player bullies a city state but does not declare war on it, is there -any- circumstance in which another Human player can become aware of this fact?

Similarly, in a game with no AIs, does pledging to protect carry any double jeopardy as far as the city-state is concerned? Will the city state -ever- get mad at you on some condition that you pledged to protect it but then didn't... do something protective?
 
Well bullying without war would only be stealing money or a worker, in both cases you need serious military presence relatively near the city state. so you could guess, or know, if u check his gold reserves every turn. If he bullies more than one cs seriously his resting influence goes to -20.

Pledging to protect in multiplayer just increases the resistance to bullying, even if you dont actually protect them. ive not seen any negative influence from pledge to protect in mp games.

Can you detect the resting influence of other players with a city state?
edit: also, how would a player know a gold reserve change is from bullying and not from a deal with another player? He can't right?
