[BASE] Technologies discussion

I just recalled a thought I had about mercantilism along with another pretty poor civic; Isolation. As it stands right now Isolation doesn't really feel like it promotes a standing of staying away from other civs. It might do to give it mercantilism's no foreign trade routes along with a few bonuses to balance it out. Of course I know nothing of balance and how not to impinge on wealth and the other cultural values civics.

Still. I don't like Isolation as is.
