Does the extra free unit bonus of vassalge mitigate the unit support cost penalty of pacificism?
Do you pay extra support on all units with pacifism or just ones beyond the free amount?
I currently have organized religion and bureaucracy. Since my civilization (the Romans) has expanded over quite a distance it would seem bureaucracy is less suited to the situation (seems more useful if you rely more on your capital).
