Still no patch for balance (Romans?)

Hi, I bought Revolution for the 360 last summer and at that time everyone was talking about a patch for the Romans (Mega city strategy), myself too. The patch never came and I sold my game so. One of my friend has just started playing it and I consider getting it back but I'm really pissed off that there's still no patch with balance fix for some civilizations. Am I wrong?
