Minor Change to City State War

When I'm at war with an AI and their allied city states, if I'm about to invading a city state, I would like a third option in addition to capturing or puppeting -- "force treaty". The option would leave the city state in control of their city, but make them declare peace with me (maybe for twenty turns or so.) This comes up quite a bit when a distant AI with a nearby city state ally declares war on me -- I want them to stop attacking me, but don't want to deal with the penalties (happiness, other city states getting mad, etc) for annexing or puppeting them.

What do you guys think?
