UA - Warriors from Birth: For every citizen gain +5% production towards military units. +2 xp for every Citizen. (Can't build settlers)
UU - Elite Hoplites (Spearman): Start with Morale promotion (15% Combat Strength). Gain double XP when defending.
UB - Military School (Barracks): +25 xp and +2 Food

Megara - Nisos
UA - Settlers of Byzantium: Gains unique Colonist units at discovery of Writing and Optics. Connected cities have +50% Gold. Animal Husbandry unlocks internal trade routes and trade routes have 30% longer range. (Can't build settlers or annex cities)
UU - Colonist (Settler): Ignores terrain and can embark immediately.
UB - School of Philosophy (National College): Must have Library in every city. +15% culture in the city it is built in and +5 Culture.

Argos - Pheidon
UA - Fertility of Argolis: Starts with Worker. +2 Food from trade routes and +1 Food for each trade route sent to Argos. (Can't build settlers)
UB - Irrigation Ditches (Aqueduct): +2 Food from farms and plantations. +65% food carries over on birth.
UU - Hoplite Phalanx (Spearmen): Large defensive bonus, but weak when attacking.

Epirus - Pyrrhus
UA - Martial State: Free Courthouse in captured cities. Get Gold when attacking cities. (Can't build Settlers but can annex cities)
UU - Hypaspists (Spearman): Can use enemy roads. Flanking bonus is doubled.
UU - Phyrrhus' Elephants (Chariot): Has Fear promotion (-15% strength to adjacent enemy units). Has a melee attack rather then ranged, unlike the chariot it replaces. (Doesn't need ivory)

Thespiae - Thespius
UA: Love and Muses - Gets a free Great Musician at Drama And Poetry, Guilds, Acoustics, Electricity, Radio, Radar and Telecommunications . Palace, Garden, Monument and Amphitheatre have Great Work of Music slots (Can't build Settlers)
UU: Melanochitones (Replaces Swordsman): Starts with cover ability. +15% combat strength in own territory.
UB: Polyandrion (Temple): +2 Faith. Gain 50 gold when a Great Person is expended. Contains 2 Artifact slots.

Miletus - Thrasybulus
The Legacy of the Milesians - Golden Ages double culture output in the capital. Academy yields an extra +1 Science and +4 Culture. (Can't build Settlers)
Great Philosopher (Replaces Great Writer) - Writing a political treatise produces +50% more culture. Can also build the Academy.
Milesian School (Replaces National College) - +50% Culture and Science in city. Has 2 unique Philosopher specialists that create points towards a Great Philosopher

PLA Infantry (Infantry) - +20% Combat Bonus when fighting next to adjacent allied units. Costs less to produce then normal infantry. It has less combat strength then Infantry. (Doesn't Obsolete)

Business District (Stock Exchange) - 3 Specialist slots. +35% Gold in City. Costs more to produce then normal Stock Exchange

Oh... uuh. I might need to make it so you can only puppet cities, now i come to think about it. It would balance it better.

Edit: I was just thinking that i wouldn't fix the problem of "When you lose your capital you lose the UA".
How can i make it so when your capital moves, so does your UA
 
Holy crap that's a powerful UB. Does it balance well against the no Settlers?
 
I considered that since you can't have more cities, having one powerful building would do no harm. I'm updating it so you can't annex now as well.

Edit: Update live now! slight boost to the Specialists. This Civ is much more powerful production wise so it can sustain an army capable of protecting it's annexed cities.

But i realised that you would lose money and happiness really quickly if you didn't have a courthouse. So i had to swap out increased combat strength for a faster courthouse. and the half maintenance means you don't lose money.

If you can convince me why this old one was better, then i'll change it back

Thanks. I loved that idea myself and i'm going to work on that one despite it not being voted on yet.

Athens is half done coding, its relatively easy and should be released by the end of the voting. (Since its winning)
