do workers count as Units towards your city?

Does workers count as your Units per city ???

Like each goverment can hold so many units untill you are charged for them, do workers work into this fomula?

unless they are captured or bought workers, then yes.

Becuase i was in a game where i had 2 cities 3 warriors, and 4 workers and i was still not losing any gold, with the goverment of depositisum in the beging that allows for 2units per city, i should of been paying for thouse extra workers ?? no ?

Despotism free unit support is 4 for any size settlements (ie: 4/4/4). So that makes sense.
