3.10 Wealth Opener Fail

Hello. Just updated to 3.10, and found that the Wealth opener still doesn't work (+15% hammers and gold in all cities, which seems it would be a bit overpowered if it worked). Wasn't 3.10 supposed to fix openers not working? Or is this only happening since I started the game in 3.9.3 before updating to 3.10? I cleared the cash and moduserdata and old mod versions, and am only using Communitas mods plus Ingame Editor.
