How does AI decide which unit to build?

I've created a scenario, but the AI civs only build dinky units instead of powerful ones, combat engineers, infantry, flak, instead of armor. So if war breaks out, its human controlled armor vs. flak units... not fun.

How can you control which units the AI decides to build?

The units are all available to the AI civs, I started the scenario as one of the AI civs, but in game, ....they build infanatry and flak units.

Help, please.
 
The AI's like units that have funny names, so you should rename everything in your scenario to Wolffe McLionridge, Ruben Miwang, or Turd Ferguson. I also noticed it's partial to the color pink so try and put that in as many of your units as possible, too. Also don't use any of the AI strategy flags, because sometimes the best strategy is no strategy because they can't figure out you're strategy if you don't have one.
