How does one go about adding another civ/leader to the same mod?

Hello y'all!

well as I said in the title,
I am wondering how to add more than one civilization and leader to the same mod.

Do I just simply copy/paste my first leader and civ XML files,
and then edit them to how I want my second leader and civ to be?
Or is there more to it?

Any info on this would help greatly!
