No. World Wonder (and anything imo) should give more bonus then penalty.
The -:culture: represents the fact that cultural (and other) things are censored on the net.

But in that case it's not a wonder.It could be just a kind of building with pros and cons.I can't remember another wonder in the game that gives negative bonus.

Great Firewall? Some other late era mind control wonder?
 
IIRC, Propaganda Net is another (national) wonder that also gives some negative bonus.This is the reason why i haven't built it yet.
 
In my current game I'm having trouble finding space for National Wonders. There are about 70 of them in game. While it's not mandatory to build them all, since they are National and not World Wonder, I think players should be able to build most of them. What do you think if we increased a bit the maximum number of wonders per city? Only National Wonders, WW should stay the same

I would say only increase it by 1 to start.
 
I wonder when and why the Moai Statues became NW? Iirc it was a WW in BTS and it feels like a WW too.

An other thing: I don't know if it worths to do or even to mention, but when a city with a WW / Holy City / etc is razed, an Ancient Ruins resource could be spawned on top of its ruins.

Wonders and Projects are totally different from the game's perspective. The only thing that really differentiates a Wonder from a regular building is that Wonders have a limit on how many a player, team, or entire world can build. Otherwise, Wonders use the exact same code as buildings. There are certain abilities that we only put on Wonders by convention (generally global bonuses), but there's no absolute prohibitions in the code. Barracks could theoretically be given Hagia Sophia's +50% worker speed, but that wouldn't be very good for the game.

Projects have their own XML code and definitions file. The number of potential effects is greatly reduced compared to buildings. There are a few things that only a project can currently do, such as unlock a building for everybody (like how the Internet unlocks the Great Firewall or the IMF unlocks the World Bank). You also cannot lose a project once it's built. That's why projects have their own row.
 
the mod does not need four of the same projects. Why not separate them into individual areas of expertise or function for example.

They are on the same line as wonders.

They all do the same thing , If you build all four do you get the aggregate coverage or just the coverage from just one? and if you build all four you would soon go bankrupt from the expense!

I believe there are multiple to give more than one player a chance at decent nuke defenses.
 
Quick thought. I think Women's Suffrage should grant Great Diplomat points instead of Great Artist. I think we have enough GArt Wonders and could use a few more Diplomats.
 
One more thought. I said Dosan Seowon doesn't have a "world" ability that I think is necessary for most World Wonders (there are some exceptions). What do you think about giving it +1 Science from all Priest specialists? I think it would fit the Confucianism theme.
 
Don't you think Reichstag is bit overpowered?

Last game I managed to have 100 turns of golden just by crushing tiny civs from bottom of scoreboard.

And with revolutions option on, if you running interventionalism, rebels often capitulate at first turn without losing unit, so revolution= free golden age instead of trouble.

Reichstag is being worked on right now, and I've complained about Interventionalism's Magical Shield from warfare earlier as well - you definitely shouldn't be able to duck out of a Rebellion on the turn it flares up :lol:

Can those revolutions be excluded from Reichstag's calculations somehow? Like the nation has to have at least 1 ~ 3 cities when capitulated first? Would prevent abusing Revolutions for a quick and easy Golden Age?
